In Kurigram, the allegation of forging National Identity Card (NID) and appointing a person as village police (mahalladar) in Rajarhat Sadar UP of Rajarhat Upazila has been proved. As a result, he was fired.

It is learned that a minor (under 18) was appointed as a village police (mahalladar) in Rajarhat Sadar Union Parishad. The upazila administration dismissed the accused Kishore Gautam Roy from the post of village police (mahalladar) on the recommendation of the district administration in the wake of the allegations made by UP member No. 2 Shahidul Islam Babu. The information was given in an office order signed by Rajarhat Upazila Nirbahi Officer (UNO) Noor Tasnim on January 17. The order has been published on the website of the upazila administration.

When the post of village police (mahalladar) became vacant in Ward No. 2 of Rajarhat Union, a teenager named Gautam Roy was appointed to the post in July 2020. But Ward UP member Shahidul Islam Babu complained that there was no person named Gautam Roy in the area. He lodged the complaint with the Upazila Administration, District Administration and Local Government Ministry.

He alleged that the appointed Gautam Roy was Nippon Kumar Roy (17), son of Nirmal Kumar Roy of the ward. As Nippon Kumar was not yet 18 years old, Rajarhat UP chairman Enamul Haque suggested that he change his name and date of birth to apply for the job by producing an eighth grade pass certificate and a fake national identity card. Accordingly, Nippon Kumar's name was changed to Gautam Roy and his date of birth was changed to 12 December 1996. He was then given a job in the village police on the basis of a fake certificate. According to the SSC pass certificate, the name of the recruit is Nippon Kumar Roy and the date of birth is 10 September 2003.

The order published on the website of the upazila administration said that the allegations against Gautam Roy were proved beyond a reasonable doubt and he was found guilty under sections 3 (b) and (d) of the Government Employees (Discipline and Appeal) Rules, 2018. Section 4 (3) (d) gives a notice to show cause within 7 days as to why he will not be dismissed from the job.

At that time, the accused juvenile Gautam Roy did not give any written reply to the show cause notice. He was later dismissed under Section 4 (3) (d) of the Government Employees (Discipline and Appeal) Rules, 2018. The office said in a statement that the order would take effect immediately.

Complaining UP members have demanded the punishment of Enamul Haque, the UP chairman involved in the corrupt recruitment process.

He said, ‘In this appointment of the village police, the chairman gave him a job for a few lakh rupees. The appointment was traded through fraud by the UP chairman and the then UNO. Justice will not be established just by canceling the appointment. He demanded justice for the UP chairman for the trade in money in the recruitment process.

In this regard, UP Chairman Enamul Haque denied the issue of financial transactions and said, "I do not know whether there was any fraud in his appointment." A man can have two names. He avoided the issue by saying this.

However, he said he had heard that he would go to the High Court when he lost his job.

In this regard, Rajarhat Upazila Nirbahi Officer Noor Tasnim said that he was finally dismissed after getting the correctness of the village police fraud on paper and he has already been informed with the letter of dismissal. He has no chance to get a new job. However, it was not known whether the chairman was involved in the conspiracy.
