Earlier, Oli issued an ordinance on the Constitutional Council Act last Tuesday. And on the same day, the Prime Minister also got it signed by President Devi Bhandari. Since then, pressure has been mounting on Oli to repeal the ordinance. The ordinance was introduced in the Nepal Parliament on the 15th. The law allows the Constitutional Council to convene a meeting if it has a majority of members.

And on the evening of the 15th, after the law was introduced, Oli met with members of his party. The Constitutional Council is headed by Prime Minister Oli. Its other members are the Chief Justice of Nepal, the Speaker, the Chairperson of the National Assembly, the Leader of the Opposition and the Deputy Speaker. The council decides on appointments in various constitutional cases. Allegedly, this will make it impossible for the council to curb arbitrariness.

Political parties have been at loggerheads over the dissolution of parliament, as there is no mention of such a thing in Nepal's constitution. Madhav Kumar Nepal, a veteran leader of the Communist Party of Nepal, and former Prime Minister Pushpa Kumar Dahal alias Prachanda Oli have decided to go to the Supreme Court against the move.

Incidentally, the Oli government has lost the majority of the party. On top of that, the pressure was mounting as his own team split in two. Opposition groups called for the beleagured PM to resign. The ruling party, the Communist Party of Nepal, was embroiled in controversy. From the outset, the ruling party group led by former Prime Minister Pushpa Kamal Dahal or Prachanda and Madhav Nepal has been demanding the repeal of the controversial ordinance.
