The culture of repeatedly appointing officers on contract basis by canceling retired or post-retirement leave (PRL) in the administration is a long-standing one. However, in the last few years, contract-based recruitment has set a precedent. Some secretaries / senior secretaries have also recorded up to three consecutive appointments after completing their service life.
